
Charter Schools
Kutz & Bethke represented 58 Colorado charter schools, networks, or collaboratives during 2025-2026 in all parts of the state, in all aspects of school law, and across the range of schools — elementary and secondary; urban and rural; mainstream and alternative; brick-and-mortar and virtual. Service areas include board representation; board & staff training; human resource; special education; student conduct; policy development and review; litigation; internal & external investigations; civil rights and other compliance issues; negotiation for charters with districts/authorizers; contract development and review; open meetings and open records issues. In 2025, William Bethke also performed work for the Colorado League of Charter Schools, the National Alliance for Public Charter Schools and the New York City Charter School Center related to state and national charter school policy issues.
Facility Schools
Kutz and Bethke has represented Colorado facility schools since 2019. We are familiar with the facility school sector from years spent working in special education and have represented facility schools in resolving issues with school districts, negotiating district contracts, student-parent-and-IEP-related concerns, other dispute resolution and liability matters, internal policy revisions, and personnel matters.
Preschools
William Bethke was instrumental in creating clear authority for charter schools to form and run preschools and the firm has worked with many preschools that are part of a charter organization. In that process, we have worked with schools on a number of regulatory issues. We have also worked with one freestanding preschool and are open to expanding that practice.
